Thank you for applying to become a member of Space4Climate, the UK’s satellite Earth Observation community.
Membership is available to UK-based organisations, including businesses, government agencies, research organisations, funding bodies, regional cluster managers and similar organisations with a staffed, UK-registered office.
Once your organisation becomes a member, everyone who works or studies there can access membership benefits, including events, activities and the Members’ Newsletter.
Applications are reviewed by the Space4Climate Executive Board, usually every quarter.

- Your organisation must have a staffed, UK-registered office.
- Before applying, please read the Membership Governance document, including the Membership Terms of Reference and Annex 1 (Membership Protocol).
- Check whether your organisation is already a member before applying.
Already eligible?
UK universities, research institutions and funding bodies are automatically eligible for membership. Individuals from these organisations can complete this form (enter “N/A” where appropriate) to be added to the Space4Climate membership database.

Membership Terms of Reference
Member Organisations must meet the criteria of one or more of the following:
- Be an organisation that has a role in making usable and, or, accessible, climate data from space.
- Be an organisation that is involved in, or has an interest in, supporting the UK’s climate community to deliver, sustain and make use of climate information from space.
- Be an end user or a potential end user of climate data from space.
All organisations must:

- Agree to these Terms of Reference.
- Have a registered office in the UK.
- Contribute to the Space4Climate Programme, in terms of time, expertise and/or resources, towards delivery of the Programme’s work.
- Agree to support the Programme’s work programme, taking responsibility for the delivery of actions and projects they have agreed to undertake.
- Provide a representative to attend meetings, or notify of representation absence, and respond to the Programme agenda in a timely manner.
Therefore, all Member Organisations and the representative(s) they appoint to participate in Space4Climate activities must read and adhere to the Space4Climate Membership Protocol (Annex B). Member Organisations may leave the Programme by giving notice to the Programme coordinator and Chair at any time.
The Programme may contain more than one representative from each Member Organisation. All representatives of Member Organisations agree to:
- Contribute actively to the business of the Space4Climate Programme, including by attending meetings of the programme.
- Contribute to the programme’s programme of work through the unique contribution and perspective of their organisations or sectors.
- Communicate the work of the Space4Climate Programme to others, including to appropriate colleagues in their own organisations.
- Report to the Space4Climate Programme any significant developments they are aware of appropriate to the business of the Programme.
- Make best endeavours to enact agreed actions of the Programme and report back on actions taken.
- Interact with other Programme members and the Accountable Body staff in an appropriate and respectful way.
If no person from a Member Organisation attends two successive meetings, or if a Member Organisation fails to provide a reasonable level of continuity of nominated person attending, then:

- The Climate Services Development Manager will contact the Member and report to the Chair on the reasons given for absence.
- The Chair may recommend that the Member Organisation ceases to be a member of the Space4Climate Programme.
- The Programme may vote to cease the Member Organisation’s membership.
Appointment of Chair:
Should the position of ‘Head of Earth Observations and Climate’ at UKSA cease to exist, the appointment process of a new Chair will be organised by the Accountable Body. Nominations for the Chair will be canvassed from the Executive Board. If a particular candidate receives the support of an outright majority, s/he/they will be granted the position.
Otherwise, at least one month’s notice will be given of a vote at a Programme meeting. Each candidate will be invited to submit a paper of maximum length two sides of A4 using minimum font size 12 point to promote their candidacy which should be circulated to members of the Space4Climate Programme in advance. The selection process will be chaired by the outgoing Chair, if not a candidate for re-election, or by the Vice Chair, if also not a candidate, or another member of the Programme agreed by the Programme for the purpose, and the deliberations of the Programme will be held without any candidates present.
The Chair’s role
- Chair meetings of the Governance Committee and Executive Board and Space4Climate Programme.
- Provide leadership of the programme and impetus to achieve the programme’s mission and objectives.
- Ensure development and delivery of the Programme’s programme of work.
- Ensure co-ordination of and liaison between Task Programmes.
- Take operational decisions about the work of the programme between Programme meetings.
Board and Programme meetings should be chaired in a manner that is business-like, inclusive, and resolves conflict through achieving consensus as far as possible. In this role, the Chair will be supported by, and responsible to, all Members.
Deselecting the Chair
Any Executive Board member may instigate a vote of no confidence in the Chair. If the vote is supported by more than two-thirds of the Executive Board, then the Chair shall stand down immediately and the Vice Chair shall initiate the appointment process for a new Chair.
Vice Chair
To deputise for the Chair when the Chair is not available. The Vice Chair will be appointed by a similar process to the Chair, on an annual basis, with the criteria that their Member Organisation be deemed ‘industry’. S/he /they will be drawn from the Programme and the position not advertised. The Vice Chair cannot be employed by the Accountable Body.
The deselection of the Vice Chair shall follow the same mechanism as the deselection of the Chair, with the Chair being responsible for managing the appointment of the Vice Chair.
Membership Financial Contributions
The Stakeholders make annual contributions to cover the cost of all salaries, programme coordination, administration and basic activities of the programme as detailed in the programme plan. There is an existing all-party funding agreement for 3 years held by the Accountable Body to secure funding for minimum programme coordination. Funds for additional Group activities and coordination are also raised from Member Organisations via contributions agreed as a written agreement between the Accountable Body and the Group member.
- For the period 1st April, 2026 – 31st March, 2029, the following rules will apply to industry members:
- All UK-based industry members are able to attend S4C meetings free of charge, with the benefits for fee paying industrial members listed in Annex A (below).
- If an opportunity arises with programme funding, procurement is open and all members will be alerted and anyone is able to participate and respond on an equal basis.
- The following annual fees apply to industry members who wish to subscribe to the benefits (listed in Annex A) as follows:
- Pathfinder Member [Under £1m turnover and up to 10 employees] FREE
- Growth Member Level 1 [Under £5m turnover and up to 50 employees in the UK] £500pa
- Growth Member Level 2 [L2 Under £50m turnover and up to 250 employees] £1,500pa
- Strategy Partner [Over £50m turnover and 251+ employees] £5,000pa
- Research & Policy members Fee covered by UK Space Agency, NCEO & Defra
- Observer Members [such as Regional Cluster & NGO managers] FREE
Research, academic, government and third party not-for-profit institutions will not be asked to pay a fee as government, Non-Departmental Public Body (NDPB) and academic contributions are covered by contributions from UKSA and NCEO. They access the same benefits as set out for industry members. However, any spin-out companies or commercial enterprises arising from NDPBs and/or research institutions will be subject to the rules on pursing opportunities generated from Space4Climate leads as outlined in point 1 – Membership Terms of Reference.
ANNEX A – Membership Tiers and Benefits

Membership protocol
(Applicable to all representatives of Space4Climate Programme Member Organisations participating in Space4Climate programme activities)
All members of the Space4Climate Programme are committed to working together to further the aims and objectives of the programme.
Programme members:
- Ensure that their representative organisations take appropriate action to support the UK’s world-leading climate community to deliver, sustain and make use of climate information from space.
- Take responsibility for the delivery of allocated projects and actions where defined by the Space4Climate Programme.
- Facilitate the delivery of agreed actions, using their organisation’s resources, where appropriate.
- Inform the programme of relevant work they are carrying out to make climate data from space usable and/or accessible.
- Inform Space4Climate Programme members where programme activity will, or may have, particular implications for their organisations.
- Are present at meetings of the Space4Climate Programme and/or Task Programmes, send a representative from their organisation in their stead or send advance apologies for their absence.
- Notify the programme of any threat to their continued full participation in the programme.
The Accountable Body will:
- Employ the Programme coordinator to coordinate the programme
- Provide a venue (virtual or physical) for the Programme and Board meetings, as appropriate and subject to room availability.
In return, the manager agrees to:

- Carry out the agreed programme of work efficiently.
- Keep Space4Climate Programme members informed on progress with the programme of work.
- Provide Space4Climate Programme members with the outputs of the programme of work.
